Status: approved. Briana approved the whole almanac on 19 September 2026 (the Almanac Approval Decision). Where this file calls something a proposal, read it as approved, except the open points that decision lists.

Status before approval:

• An original grouping, not a roster faction. Everything here is a proposal except the following, which is already in the almanac:
  • The free Oreth coast states hold a strip of Oreth's east coast with 61 million people, beside the Imperium's 238 million (the spine).
  • They are Tessmere, the Merrin Confederacy and Stellan (the Vardane almanac).
  • In the Oreth Crossing Wars of the 1390s the Crown's landings failed and "the Oreth interior has been Imperial ever since; only the free coast states hold out" (Chapter IV).
  • The Imperium applies "pressure short of war", seeks their "eventual absorption", and keeps its Coastwatch Holding "to watch them" (the Vardane almanac).
  • Their people are Orethi by descent (Chapter I). They have ports, want independence from the Imperium, and fear annexation (Who's Who).
• It is built on the spine, the chapters and the Vardane Imperium almanac.

Reading note. Three small states on one long coast, with the largest army on Kethra at their backs. This almanac answers every section for the three together, the Three Shores, and profiles each. Every place named is in the interactive Atlas, and the full list is the generated Register of the Free Oreth Coast States.

Section 1: National Overview & Identity#

Official Name & Etymology#

• Formal name of the league: The Three Shores of Oreth, under the Treaty of 1402
• Short name: the Three Shores, the coast states, or the free coast
• Adjective: Shore, coastal. People: Shore-folk, or by state: Tessmerian, Merrin (the same word as the state), Stellani.

Where the name comes from. The coast states claim the Western Landing (the Vardane almanac) as their own. The Silence-era migrants who crossed the western sea came ashore here, on this coast, in the AL 500s, and only later climbed into the gorges where Varden would build his walls. In Shore memory, the Imperium is the family that went inland and forgot the sea. The motto says it: First Ashore, Last to Kneel.

What others call them:

Greeting: "Door's open." Reply: "And the lamp's lit." It comes from the Refuge Law: a lamp in the window means a runaway may knock.

Topography & Landforms#

• The coast ranges: the edge of the Oreth uplands, falling steeply to the sea. The border with the Imperium mostly follows their crest.
• Drowned river mouths: the harbours of Tessmere, Kelsby and Stellan.
• The Merrin valleys: short, fertile, and each a canton.
• Duskwood on the northern slopes, "tall, dark forest" (Introduction), found in eastern Oreth.

Climate & Weather#

• Temperate in the north (Tessmere), warm in Merrin, tropical in Stellan.
• Sea fog off the western sea; yellow-wind dust blowing down from the Imperial interior in summer (the Vardane almanac).
• Girdle storms reach Stellan in the late summer.

Flora & Fauna#

• Duskwood in the north, native coastal scrub, and inedible native sea life (Chapter I).
• Earthkin: terraced valleys, orchards, stocked fish shoals.
• Shalebacks come down to the coast in dry years (the Vardane almanac calls them the Imperium's national animal).

Section 3: History & Chronology#

The Landing Coast#

In Shore memory the story of Oreth begins on the beach. The migrants of the Western Landing came ashore on this coast in the 500s. Some stayed by the sea; some climbed into the gorges and built walls against the Wild. The gorge towns became the Imperium. The beach towns became the Free Shore. Both sides agree on this history, and draw opposite lessons from it: to the Imperium, the coast is family that must come home; to the coast, the Imperium is family that went away.

Founding & Sovereignty#

The Oreth Crossing Wars (1390s) decided the coast's shape. The Crown landed here, and the coast towns helped it; the landings failed, and the Imperium punished the coast. The towns that held their walls, Tessmere above all, came out of the war free and alone. The Charter of Tessmere (1398) made it a republic. The Treaty of the Three Shores (1402) joined it with the Merrin valleys and the port of Stellan. When the Imperium founded Hesk Holding in 1470, Stellan walled itself and became a Free City.

Modern Era#

The Corridor and the Dear Years. The Imperium's phosphate corridor (1790s–1830s) ran to the southern sea and bypassed the coast. From then on, the coast traded with the Line and the Crown, and bought its phosphate from the Imperium at whatever price Vardenhold chose.

The Refuge Law (1881). Seven years after the Imperium's Bond Laws made debt labour hereditary, Tessmere's Senate passed the Refuge Law: any Bonded who reaches the Three Shores is free. Merrin and Stellan followed within the year. The Underground Roads, the paths through the coast ranges by which the Bonded escape, have run ever since. About 40,000 people a year still come down them. About 2.9 million Shore-folk descend from runaways. It is the thing the Imperium most resents, and the thing the coast is proudest of.

The Iron Winter (2141–2146). When the Sentinels ran wild in the corridor provinces, hundreds of thousands fled to the coast, Bonded and citizens alike. The coast took them all.

The Corridor War (2279–2291). The coast stayed out of it, and was squeezed from both sides. The Crown blockaded the Imperium's sea-corridors and accused Stellan of letting Imperial phosphate leak through its Exchange. Coastwatch mobilised, and Imperial patrols began entering the Grey March. No shot was fired at the coast, which the Imperium calls restraint and the coast calls pressure short of war.

The present. First Consul Ilse Varro has opened quiet talks with the Crown about a defence treaty: the Calathe Question. The Imperium has raised the phosphate price. Coastwatch patrols the Grey March. Everyone on the coast knows what "eventual absorption" means.

Historical Rulers & Leaders#

First Consuls of Tessmere (complete)#

179 First Consuls since the Charter of 1398. The Senate elects the First Consul for four years, and may re-elect once. (All proposal. Generated from a fixed seed with mixed name pools; some family names are shared with the Imperium, as they would be.) The current First Consul is in bold.

First Syndics of Stellan (complete)#

92 First Syndics since Stellan became a Free City in 1471. The Syndics of the city elect the First Syndic for eight years.

Presiders of Merrin#

The Merrin Presidership rotates every year among the thirteen cantons, in the order they joined the Confederacy. The Presider is whoever heads the canton whose year it is. The rotation has run without a break since 1402, which Merrin children can recite:

Low Merrin, High Merrin, Fennick, Oldharbour, Dunmarsh, Tollis, Reedcombe, Brakewater, Ashvale, Gorse, Kestrelhead, Wendle, Saltcombe.

AL 2314 is Fennick's year, so the Presider is Anneke Doral, head of Fennick canton. (Working: 2314 − 1402 = 912 years; 912 ÷ 13 leaves 2, so the rotation stands on the third canton in the list, Fennick.)

Section 4: Demographics & Society#

Population Metrics#

Descent, Language and Standing#

• Orethi by descent (Chapter I), with Line and Crown mixing along the harbours, and the runaways' families from every Imperial holding.
• Landspeech in its Orethi form: "clipped, formal, full of Silence-era words" (the Vardane almanac). Without the rank-honorifics. A Shore person calls a stranger by name. An Imperial visitor hears it as insolence, which is partly the point.
• No ranks, no collars. Class exists (old harbour families, cantonal landholders, the Exchange's rich), but it is not written on anyone's neck.
• Runaway descent is a matter of pride. Families keep the date their ancestor came down the Roads.

Religion & Belief Systems#

The Roll without rank. Old Shore families keep a Roll, like Imperial families (the Vardane almanac), but it records deeds, not service to a holding. Runaway families begin theirs on the day their ancestor reached the coast.

Public Health#

• Crowded harbours, and runaways arriving sick and hungry from the Imperial pits and corridors.
• The Refuge Houses in every state receive them, heal them, and register them as free.
• Phosphate shortages in the Dear Years left their mark; the coast has the most careful fertiliser laws on Kethra.

Education#

Every Shore child learns the Refuge Law by heart, and the rotation of the cantons if they are Merrin.
