Kethra Almanac • Approved 19 September 2026 • drafted 18 September 2026 • Sections 5–8 (Sections 1–4 are in Part 1)

Status: approved. Briana approved the whole almanac on 19 September 2026 (the Almanac Approval Decision). Where this file calls something a proposal, read it as approved, except the open points that decision lists.

Status before approval: proposal throughout, except what Part 1 lists as established in earlier files.

Section 5: Government, Law & Politics#

Constitutional Framework#

Instrument What it does
The Articles of the Outer Works (2091) The founding company charter, still the Coalition's constitution in amended form
The Crews' Charter (2204) Creates the Assembly of Crews. Labour law needs both chambers (Chapter II).
The Both-Chambers Law (2298) Won by the Long Shift: every sale of hulls, plate or frames to the Imperium must pass both chambers
The Hearthport Resolution (2284) The Coalition does not recognise the Taking. Hearthport's residents remain Coalition citizens. Holdfast is Coalition ground.

The Two Chambers#

The Council of Yards The Assembly of Crews
Who 42 seats: one for each yard-company of the 40 sites, one for the Anvil, and the Hearthport seat, held in exile by Joss Tenner 150 delegates, elected by every working adult, shift by shift
Chair The Yardmaster: Cassia Rendt (since 2311) The Crew Speaker: Obi Tarran (since 2312)
Term Four years Three years
Powers Contracts, trade, the yards, the Coalition Guard, foreign affairs Labour law with the Council; wages, shifts, safety and indenture; a veto on sales to the Imperium
Wants in 2314 Contracts with Homeguard Command and the Crown; stable prices; the Seam held Worker protection, limits on requisition, an end to belt indenture; the Seam held without the crews paying for it

The Hollow Board. Seven members, four from the Council and three from the Assembly, run the Coalition between sittings. It can act in an emergency; it cannot make labour law.

How it really works. The register's line is the whole of Coalition politics: "Owners negotiate contracts; workers demand protection and enforceable limits." Every contract the Council signs goes to the Assembly to see whether it can be worked without killing anyone. The chambers "rarely agree" (Chapter II), and when they do, it holds.

Joss Tenner's seat. The Council keeps a seat for Hearthport, and its holder, the last Warden, votes in every sitting. The Imperium protests every year. The Council minutes the protest and moves on.

The Rocks (administrative divisions)#

The Coalition is governed rock by rock. Each yard-company runs its own rock under Coalition law; each rock elects its crews' delegates.

Division Seat People Notes
The Hollow Cinder Hollow about 620,000 The capital, the chambers, the great yards
The Anvil The Anvil about 180,000 The refinery ring
The Yards about 40 sites about 700,000 Kiln Rock · Tarn Yard · Brightspan Yard · Ashgate · Rimefall · Longrigg · Redden Works · Pale Harbour · Old Cinders
The Seam Edge Seam Edge claim-works by rotation Contested (the Seam)
The Lost Works Holdfast, Kronos X about 11,000 The holdout. Hearthport's 228,000 are counted here in Coalition law.

Institutions at Cinder Hollow: the Council of Yards · the Assembly of Crews · the Low-G Institute · and, as a guest, the Crown Assay House.

The Judiciary#

  • Coalition and yard law (Chapter II): each rock's yard court for everyday cases; the Hollow Court for appeals.
  • "The 7-hour light delay makes appeals to the capital theoretical" (Chapter II). Nobody on Kethra has ever overturned a Coalition judgment.
  • The worst sentence is being put off the rock: shipped to the next yard with nothing, and barred from your own. The Coalition abolished execution in 2204, with transportation.
  • Seal law: anyone who endangers a rock's air or hull is tried by the whole shift that was put at risk.

Foreign Relations & Defence#

Standing#

  • An associate seat at the Homeworld Assembly (Chapter II): it can speak, and vote only on space affairs. The Coalition wants a full seat, which the planets have never granted.
  • It keeps the Frame Accord and the Quiet Sky Accord.

Relations#

Power Relation Notes
Homeworld Assembly War supply and political equality (the register) "Defence cooperation must respect Belt self-government." The Coalition wants representation, compensation and limits on requisition. It fears that "emergency requisitions may turn an equal partner into an administered dependency".
Homeguard Command Frontline demand and industrial capacity (the register) "We support defence without pretending capacity is limitless." It wants worker protection and priorities that stop changing daily.
Vardane Imperium Dispossessor, rival, and sometimes customer The Taking of Hearthport; the Seam; Castellan Rock and about 60 concessions. The Coalition's fear, in the Who's Who: "requisition becoming annexation, as happened at Kronos".
Outer Lantern League Enemy and cousin The League resists "coercive orbital and Coalition rule" (the spine), raids the Seam (chapter 11), and recruits among the Coalition's crews
Vesper Orbital Compact Indispensable Every signal between the belt and Kethra passes through Vesper's Belt Line relays (chapter 11)
Caldren Crown Best customer, old jailer Buys metal and hulls through the Crown Assay House. "The Crown has no military base in the belt" (chapter 11). The transportees' descendants have long memories, and the Belt Indenture scandal revived them.
Free Banner Guild Hired help Escorts from Banner Yard
Rovessa Caravans Haulers The High Houses' haulers; Cordale's banks insure Coalition haulers, and lost heavily at the Taking (the Lesser Crowns almanac)
Ilyr Sanctum Licensor, neighbour Fusion controls under licence; Farlight observatory nearby
Line free ports The other end of the road Drop-capsules of belt metal come down into Line lagoons (Chapter VI)

Defence#

Defence spending: about Cr 8.6 billion a year, 4.8% of output.

Force Strength Notes
The Coalition Guard 9,000; 48 frames Station guard, frames and boarding teams. It was rebuilt after Hearthport.
The Convoy Guard 2,400; about 30 armed haulers Escorts ore trains to the Anvil and the yards
Hired escorts as needed The Free Banner Guild
Every crew everyone Seal drill and boarding defence are part of every shift

Doctrine. Never again Hearthport. The Coalition cannot match the Imperium's navy. It means to make every rock too expensive to take, and too valuable to break: a yard is worth nothing to a conqueror if its crews will not work it.

The Seam. "Frame skirmishes happen here every season. The 7-hour delay means Kethra hears of each clash the day after it's over." (chapter 11)

Section 6: Economy, Infrastructure & Industry#

Macroeconomics#

"Extraction and yards. Mining, refining, shipbuilding. Wages are high, and so are prices and danger." (Chapter VI)

Metric Value
Output About Cr 180 billion a year
Output per head About Cr 120,000, the highest anywhere, because almost everyone works in heavy industry
Prices Food runs about 9 times Kethra's (Chapter VI); rent is air and space
Real wages After prices, a crew family lives about as well as a Crown clerk's
Share of belt metal The largest; "with the Imperium second and rising" (Who's Who)

Working. 1.5 million × Cr 120,000 = Cr 180 billion. Cr 8.6 billion ÷ Cr 180 billion = 4.8%.

Output Share
Ships and hulls (the largest shipyards in the system) 34%
Refined metal and plate (the Anvil) 27%
Platinum-group metals (the Seam) 14%
Frame parts and drive cores (Redden Works) 11%
Water, air and fuel for the belt 9%
Other 5%

Finance & Banking#

  • The chit, Coalition scrip: about Cr 0.59. Contracts with the planets are written in crowns.
  • The Hollow Exchange trades metal forward, a season ahead: a season is how long a freighter takes.
  • Cordale's banks insure the haulers (the Lesser Crowns almanac).

Infrastructure#

Transport Torch-freighters: 6–14 weeks to Kethra (chapter 11). Ore trains of tugs and barges between the rocks.
Signals The Belt Line relays, which belong to Vesper (chapter 11). The Coalition has asked for its own relay chain for thirty years.
Power Fusion, everywhere (chapter 11)
Air and water Cracked from ice at Rimefall and the icy rocks
Habitats Hollowed rocks spun for 0.3 g (Chapter III)

Communications#

  • The Shift Sheet: the Hollow's news, read at every shift change.
  • Seven hours each way. A question to Aletheia is answered, at best, fourteen hours later. The belt has learned to decide first and explain afterwards.

Section 7: Culture, Arts & Daily Life#

Holidays & Celebrations#

Holiday Date Notes
Founding Day 4 Greening The Outer Works (2091)
First Rock 19 Highsun Kiln Rock (2140). Also a day for the transportees.
Charter Day 2 Reaping The Crews' Charter (2204). The crews' great holiday.
Taking Day 9 Fall The Taking of Hearthport (2284). The Hearth Vigil: every lamp lit, every shift stopped for a minute.
Shift's End Every sixth day A full shift off, by law
Song-Night and the Unmapping With the planet, seven hours late

Culinary Traditions#

  • Lamp-garden greens, beans and algae cakes.
  • Vat protein in a hundred disguises.
  • Rock bread: dense, long-keeping, baked for shifts.
  • Kethra food is a luxury at nine times the price. A bottle of Stair wine is a wedding present.
  • Hearth tea: the Hearthport brew, drunk in the belt as a promise.

Arts & Literature#

  • Hull-song: work songs in the rhythm of rivet guns; Shift's End is one.
  • Plate-art: patterns cut into hull plate offcuts, hung in every warren.
  • The Taking Wall at Cinder Hollow: the 276 names of Hearthport's dead.
  • Literature:
    • Chains to the Cinders, the transportees' memoirs (collected 2210);
    • The Long Shift, a novel of the 2297 strike;
    • Eleven Hours, the Hearthport guard's account, smuggled out in 2285.

Sports & Recreation#

Sport Notes
Vaulting Leaps and flips in 0.3 g, impossible on Kethra
Spinball A ball game played on the curve of a habitat drum
Axis racing Weightless racing through the docks at the spin axis
The Hollow Games Every four years, rock against rock

The Assembly Games. Cinderborn athletes cannot compete on Kethra's surface. The Coalition has asked for low-gravity events in orbit since 2152, and been refused every time.

Social Norms & Etiquette#

  • Seal first, talk later. Every hatch is closed behind you, always.
  • Never call a Cinderborn a "shell". It is "a notorious insult" (Chapter I), and it is answered.
  • Ask whose shift it is before you ask anyone for anything.
  • Transportee descent is spoken of with pride. Do not pity it.
  • The lamp is sacred. Never blow out a Hearth-lamp.
  • Greeting: "Air and light." Reply: "And a hull between."

Guidance for AI actors#

  • A Cinderborn character cannot simply go to Kethra. Any trip downwell is a medical emergency waiting to happen (Chapter I).
  • Owner or crew? Every Coalition character is one or the other, and knows which chamber speaks for them.
  • Hearthport is personal. Everyone knows someone who was there in 2284, or is still there under "protection".
  • Seven hours. Nothing said on Kethra reaches the belt in time to change what happens there.
  • This almanac is approved. Briana approved the whole almanac on 19 September 2026 (the Almanac Approval Decision).
