Status before approval: Everything in this chapter is a proposal built on the spine. Money figures are in Crown crowns (Cr) unless stated otherwise.
6.1 Macroeconomic Infrastructure#
The shape of the world economy#
Kethra's economy rests on three scarcities:
- Seeded land. It takes 30 years to create, and it is the base of all food.
- Phosphorus. Earth crops need it; Kethra hoards it in rock and gives it up only through Oreth's mines and careful recycling.
- Belt metals and fusion fuel. They are rich, but far away: weeks to months by ship, and 7 hours by signal.
Everything else, including frames, ships, finance and the Line trade, is built on top of these three.

Central banking#
- The Crown Treasury and the Bank of Aletheia (chartered AL 1698) issue the crown. It is the reserve currency of Kethra: most contracts across the Line are written in crowns.
- The Imperial Corridor Bank (Vardenhold) issues the Imperial mark. It is pegged loosely to phosphate.
- The Holds have no central bank. The Holds Compact issues Compact notes only for Compact business. Everyday money on the frontier is crowns, Imperial marks and credit.
- The Assembly Clearing House settles trade between the member states.
Guild monopolies (the Crown)#
Chartered guilds with exclusive legal rights:

6.2 Monetary Systems & Currencies#
The crown (Cr)#
- 1 crown = 100 marks (marks are Crown small change, not to be confused with Imperial marks).
- Coins: 1, 5, 10 and 50 marks; 1, 2 and 5 crowns. Notes: 10, 20, 50, 100 and 1,000 crowns.
- Design. Coins show the three hulls on one side and the reigning monarch on the other. The 5-crown coin shows the Family: gold, silver and red discs. Notes carry a song-band: a line of verse in Letters with choir-notation, which doubles as an anti-forgery device, because it is very hard to print correctly.
- Most transactions go through Weave accounts, the digital bank ledger.

The black market and barter#
- On the frontier, much trade is barter: dray-work, seed, Gift cultures (legally shared, illegally sold), rare-earth ore, and wolf-silver (informal silver bars stamped with a Hold mark).
- Contraband:
- Unmarked honey.
- Black sockets.
- Unlicensed Ilyr technology.
- Raw phosphate smuggled around the Imperial corridor tariffs.
- Seeding cultures stolen from certified stocks.
- The Black Ledger is rumoured to settle its accounts in ledger-marks: debts of favours that can be traded between members. (The rumour is this chapter's; the register does not mention ledger-marks. Noted 19 September 2026.)

Automation and labour#
Industrial automation is legal and widespread: assembly robots, mining drones and automated freighters. The Frame Accord forbids only armed autonomy. Even so:
- The cultural preference for "a hand on the work" runs deep. Luxury goods are advertised as "hand-made", and Crown government contracts favour crewed work.
- Frames are always piloted. Civil work-frames do construction, Hedge-clearing, dock-work and mining.
Working conditions#

The farms#
- Heartland Crown farming. Intensive, on old seeded land. Grain in the Thess valley. Vineyards on the Stair: Earth grapes grown on the old raised beaches, a famous luxury. Hedge crews patrol the edges.
- Hold farming. Newer seeded land, less fertile for its first decades. Barley, potatoes, beans and goats. Drays work the fields and the Hedge.
- Line farming. Rice in island paddies, and kelp farms for iodine.
- Orbital farming. Hydroponic decks with Earthkin crops under grow-lights. Vesper Prime alone has about 5,000 hectares of farm decks. Orbit grows roughly half its own food.
Distribution#
- The Grain Office, part of the Crown's Office of Harvest and Seeding, holds strategic grain reserves: one Kethran year of bread grain, stored in the Granaries of the Stair (Aletheia and Thessane). Every major state keeps something similar. These reserves are why a blockade takes time to become a famine, and why a long war becomes one.
- Food shipments across the Line go by Rovessa sea-carriers: grain north in bad northern years, south in bad southern ones.
- Orbit and the belt depend on launch cargo going up from the Line spaceports for the other half of orbit's food, and for all of the belt's luxury food. Food prices in the belt run about 9 times those on the ground.

Managing cargo#
- Manifests are Weave-registered and inspected by Tide Wardens at Crown ports.
- Assembly Accord inspectors check any cargo that might contain frame parts, sockets or broadcasting gear.
- Grain, seed and soil cultures travel under quarantine seals. Contaminating certified seed is a serious crime.
- The Line carriers' manifests are notoriously flexible. The register flags the risk of weapons hidden in relief cargo without the carrier's consent.

Guidance for AI actors#
- Money has texture. A frontier character pays in wolf-silver or credit. A belt worker is paid in scrip. A capital official has a Weave account.
- Phosphorus is political. Any story about food, war or the Vardane corridors is at bottom a story about phosphorus.
- The belt is always about 7 hours behind in every conversation. Belt characters speak in complete, self-contained messages.
- Rovessa neutrality is precious and fragile. Asking a carrier captain to take sides is asking a great deal.
- "Listening is permitted; speaking is not." Every astronomer lives by it.
