Section 5: Government, Law & Politics#

Constitutional Framework#

Each port is sovereign, and all twelve are bound by three instruments:

Instrument What it does
The Treaty of Hollowby (1242) Ended the Salt Wars; made the ports free and the Line neutral
The Articles of the Tide (1242) Formed the league and the Tide Congress
The Neutral Law (1242) "No port of the Line shall keep a ship of war." Harbour guards may be armed against boarders and pirates, never with weapons that can harm a ship.

How Each Port Governs Itself#

Each port is a merchant republic, "governed by a council of ship-owners and guild-masters" (Chapter II), with a chamber added in 1904:

Body Who Powers
The Council of Owners and Masters Ship-owners, guild-masters and the great houses: 40 to 120 seats by port Law, harbours, trade, the Exchange. Elects the port's Portreeve for four years.
The Common Hall Elected by every adult resident since 1904 Vetoes taxes and water prices. Everything else it can only delay.
The Portreeve Elected by the Council Runs the port; sits in the Tide Congress

The Tide Congress#

Schematic plan of Saltline: North Isle with the Exchange, the Tide Congress and the Armistice Commission; Middle Isle with the yards and Saltline Launch; South Isle with the salt pans, stilt-towns and the Captains' Table; the lagoon with moored carriers; the Floating Quarter and the Quarantine Roads outside
Saltline: three islands and a lagoon full of moored carriers (Chapter III).
Members The twelve Portreeves and their delegations
Votes 45: one for each port, plus one for each million citizens (Saltline 6, Glasswater 4, Tern Harbour 4, Reefhold 3, Sunderlee 3, Farbourne 3, Ambergate 3, Morrowport 2, Driftmark 2, Scarrow 1, Oarsend 1, Sundown Key 1)
Meets At Saltline, at every double spring tide, when no ship can leave the lagoon anyway
Chair The Portreeve of the Line, chosen from the Portreeves for five years. Nilufar Oakes-Tamaru of Glasswater since 2310.
Powers The Line's one Assembly seat; common quarantine and water standards; the Armistice Commission's hosting; treaties with the powers; disputes between ports
Cannot Tax a port, command a harbour guard, or keep a ship of war

The factions, AL 2314:

Faction Votes Stands for
Open Water 24 Neutrality as it has always been. Own nothing worth fighting over; sell to everyone; let the powers keep their own peace. The old owners' party, strongest in Saltline, Driftmark and the eastern chain.
The Harbour Guard 15 Armed neutrality. Born at Driftmark in 2286. A Line patrol fleet able to keep either power off a reef, which means repealing the Neutral Law. Strongest in the western chain, nearest the Imperium: Tern Harbour, Scarrow, Oarsend and Sundown Key; also three of Reefhold's four votes.
Uncommitted 6 Glasswater's five delegates and one of Reefhold's, who hold the balance

The Stilt is not a Congress faction but the Common Halls' movement: water prices, rents, and raising the lower streets against the rising sea.

The Twelve Free Ports (administrative divisions)#

Port Portreeve, AL 2314 Citizens Votes In the Congress Character
Saltline Marguerite Osei-Vane 5.6 million 7 Open Water The seat: Congress, Exchange, Launch, yards, the Rovessa
Glasswater Nilufar Oakes-Tamaru (also Portreeve of the Line) 4.3 million 5 Uncommitted Lime and water for the eastern chain
Tern Harbour Kwame Lindgren 4.1 million 5 Harbour Guard The western yards and pilots
Reefhold Solenn Achebe-Harrow 3.2 million 4 Split: 3 Harbour Guard, 1 uncommitted The eastern guard and market
Sunderlee Tariq Ngata 3.0 million 4 Open Water The far-eastern route
Farbourne Birgit Pereira 2.9 million 4 Open Water Aelos trade
Ambergate Rafael Salt 2.6 million 4 Open Water Kelp and iodine
Morrowport Mele Brightwater 2.1 million 3 Open Water The road to Castaly
Driftmark Hamid Moreau 2.0 million 3 Open Water Insurance; the Landing of 2286
Scarrow Suvi Castell 1.4 million 2 Harbour Guard Kelp and pilots
Oarsend Lorcan Vane 1.2 million 2 Harbour Guard The far-western chain
Sundown Key Wanjiru Varga 1.0 million 2 Harbour Guard Next to the Imperium
Total 33.4 million 45

Vote working. Port votes 12 + population votes 33 = 45. Open Water: Saltline 7, Sunderlee 4, Farbourne 4, Ambergate 4, Morrowport 3, Driftmark 3 = 25, less one Saltline delegate who votes with the Harbour Guard = 24. Harbour Guard: Tern Harbour 5, Scarrow 2, Oarsend 2, Sundown Key 2, plus that Saltline delegate, plus 3 from Reefhold's hawks = 15. Uncommitted: Glasswater 5, and Reefhold's remaining 1 = 6.

Saltline's institutions#

Place What it is
The Tide Congress The league's hall, on the North Isle
Saltline Exchange Insurance, freight and the port-note: the neutral market of Kethra
The Armistice Commission Inspects the phosphate deliveries, the fuel clauses and the corridors under the Armistice of Saltline
Saltline Launch "Open to all who pay"
The Saltline Tether Yard The free port's orbital yard, open to all
The Saltline yards Build the Rovessa carriers (Chapter VI)
The salt pans Sea-salt from the Line
The Quarantine Roads Where the grey pennants wait
The Carrier Roads, the Floating Quarter and the Captains' Table The Rovessa's, in Saltline waters (see the Rovessa almanac)

The Judiciary#

  • Each port's courts apply its own law, much of it merchant law older than the Crown's written codes.
  • The Tide Court at Saltline hears disputes between ports, and between foreigners who choose it. Half of Kethra's cross-border contracts name the Tide Court as their court.
  • Testimony follows Line usage: "He crossed the Line, by eye" is testimony; "by word" is rumour (Chapter IV).
  • No death penalty in any port since 1911. The worst sentence is expulsion from the Line, and every port honours every other port's expulsions.

Foreign Relations & Defence#

Membership#

  • The Homeworld Assembly: a founding member (2150), one seat for the twelve ports.
  • The ports keep the Frame Accord and the Quiet Sky Accord, and host the Armistice Commission.

Relations#

Power Relation Notes
Caldren Crown The biggest customer, and a neighbour with a fortress Pharos Isle sits in the middle of the chain, garrisoned. The Crown controls the northern Line sea-corridors.
Vardane Imperium The old master Lost its Line islands in 1242 and has never forgotten. Hesk Point watches Sundown Key. The Driftmark Landing (2286).
Rovessa Caravans Family Saltline is their home harbour; the Saltline yards build their carriers; the Floating Quarter is leased from the port
Lesser Crowns Bankers' cousins Cordale's banks and the Saltline Exchange do business daily
Ilyr Sanctum Neighbours at the eastern end Farbourne and Morrowport trade with Castaly
Southern Holds The road south Grain goes north through the ports in good southern years
Vesper Orbital Compact Partner and rival Supplies for orbit go up from the Line spaceports (Chapter VI)

Defence#

The Line has no navy, by law.

Force Strength Notes
Harbour guards (one per port) About 31,000 in all Customs, rescue, pirates, quarantine. Unarmed against ships (the Neutral Law). The largest are Saltline's, Tern Harbour's and Reefhold's.
The Assembly The ports' real defence is that every power needs them
The Rovessa Empty Roads would close any attacker's trade

Defence spending: about Cr 6 billion a year, almost all of it on the harbour guards.

The argument of AL 2314. The Harbour Guard party wants twelve patrol ships: enough to keep a landing party off a reef, not enough to threaten anyone. That means repealing the Neutral Law of 1242. Open Water says that the moment the Line owns a ship of war, the powers will want to know whose side it is on. The ports' fear in the Who's Who is "being forced to choose a side", and each faction thinks the other's plan is how that happens.

The corridor question. The Armistice "left the corridor question open" (the Vardane almanac). Both powers press the ports to recognise their rights in the Line sea-corridors. The ports answer, every year, that the sea belongs to no one, and the Armistice Commission writes it down.

Section 6: Economy, Infrastructure & Industry#

Macroeconomics#

Entrepôt trade: "transshipment, shipbuilding for the Rovessa, finance and insurance. Neutral ground" (Chapter VI).

Metric Value
GDP About Cr 1.37 trillion
GDP per head About Cr 41,000
GDP by sector Services 71% (transshipment, finance, insurance, launch) · industry 24% (shipbuilding, lime, desalination, salt) · agriculture and fishing 5%
Cargo handled About 1.4 billion tonnes a year across the twelve ports; Saltline handles 38%
Marine insurance About 60% of Kethra's, written in Driftmark and at the Saltline Exchange
Launches Saltline Launch flies about 41% of Kethra's launches; Pharos (Crown) 38%; Hesk Point (Imperium) 21%
Food About 70% imported
Public debt Low: 18% of GDP on average

Working. 33.4 million × Cr 41,000 = Cr 1.37 trillion.

Key Industries#

Industry Where Notes
Transshipment Saltline, Tern Harbour, Glasswater Cargo moves between Rovessa carriers, feeders and every nation's ships
Shipbuilding Saltline yards, Tern shipyards Rovessa carriers "up to 1.4 km long" (Chapter VI), feeders, repairs
Insurance and finance Driftmark, Saltline The neutral market; every war is insured here
Launch Saltline Launch, the Tether Yard Cargo up to Vesper; drop-capsules down (Chapter VI)
Salt, lime and kelp Saltline, Glasswater, Ambergate Sea-salt "iodine-rich and fine" (Chapter VI); reefstone lime; kelp and iodine
Water Glasswater and the large ports Desalination and rain, sold to ships
Quarantine and health Saltline Paid by every flag that uses it

Finance & Banking#

  • The Line port-note: printed by each port, at par with the crown since the Par of 1702 (Chapter VI).
  • The Saltline Exchange clears contracts between powers that will not trade with each other directly.
  • Rovessa Letters are cashed here more than anywhere.

Infrastructure#

Harbours Deep lagoons at Saltline, Tern Harbour and Glasswater; stilt-quays everywhere
Air Saltline: 4 hours from Aletheia (Chapter III)
Space Saltline Launch (2046) and the Tether Yard in orbit
Water "Rain cisterns on every roof, plus desalination in the large ports" (Chapter III)
Energy Ocean-thermal and tidal power, solar, and thorium fission bought under Ilyr licence
Building Reefstone lime, "white and brilliant" (Chapter III); stilt-towns on blackreed; storm shutters for Girdle storms (Chapter III)
The Lift A 40-year plan to raise Saltline's lower streets and quays 2 m against the rising sea. Cost: about Cr 90 billion. The Common Halls want it faster; the Councils want someone else to pay.

Communications#

  • The Tide Sheet: the Exchange's daily prices, read on every ship.
  • Every sign in two names, "and the order depends on who paid" (Chapter IV).
  • Letters carry both dates, solar and moon (Chapter IV).

Section 7: Culture, Arts & Daily Life#

Holidays & Celebrations#

Holiday Date Notes
Free Day 7 Reaping The Treaty of Hollowby (1242). Every port flies the Line flag, and nothing else.
Grey Pennant Day 2 Mist The end of Salt Fever (1431). Grey pennants are flown for the dead.
Armistice Day 11 Kindling The Armistice of Saltline (2291), kept here more than anywhere (the Crown almanac)
Storms' End Twice a year The end of each hemisphere's storm season
The Great Mooring Every seven years The Rovessa fill the lagoon. The next is 2317.
Landfall Day and Song-Night With the north
Crossings Any day When a ship crosses the Line with first-crossers aboard (the Rovessa rite)

Culinary Traditions#

  • Line pot: a stew of whatever the harbour brought in, "borrowed from everywhere".
  • Salt fish from the stocked shoals; bread from imported grain.
  • Stair wine, Ilyr tea, Eldvang dray jerky and Imperial phosphate-grown fruit in the same market.
  • Everything is salted with Line salt, and Line people say northern food tastes of nothing.

Arts & Literature#

  • The Line style: "brilliant white reefstone-lime houses on stilts, with lagoon walkways. It is borrowed from everywhere and belongs to no one" (Chapter III).
  • The Wall of Flags in the Saltline Exchange: every flag on Kethra, in the order their owners' ships first called.
  • Tide songs in Linecant and Landspeech.
  • Literature:
    • The Salt Rising, the ports' founding chronicle;
    • Grey Pennants, Salt Fever in letters from Saltline (1420s–1430s);
    • By Eye, By Word, a novel of the Tide Court (AL 2266);
    • Driftmark, poems of the Landing (AL 2288).

Sports & Recreation#

Sport Notes
Tender racing In every harbour
Reef diving In the reefstone shallows: look, never taste
Stairball The Line Cup between the twelve ports
The Crossing Swim Across the Line itself, off Saltline, on Free Day

Social Norms & Etiquette#

  • Never ask whose side someone is on. It is the rudest question on the Line.
  • Pay first, argue later. Debts are settled at the Exchange, never in the street.
  • Respect the grey pennant. Never board a ship flying it.
  • Both names, both dates. "Selenne / Kethra"; the solar date and the moon-date.
  • "Tidewrack" is a fighting word.
  • Greeting: "Fair tide." Reply: "Fair tide, and a berth."

Guidance for AI actors#

  • A Line character switches between Landspeech and Linecant mid-sentence, writes both dates, and will not tell you whose side they are on.
  • Open Water or Harbour Guard? Ask where they are from. The western chain wants patrol ships; Saltline wants to sell to everyone.
  • Driftmark 2286 is the Line's wound: the day the Neutral Law held on paper and failed on the reef.
  • Money is how the Line keeps its freedom. Everyone needs the Exchange, the Launch, the quarantine and the Rovessa; nobody can afford to own them.
  • This almanac is approved. Briana approved the whole almanac on 19 September 2026 (the Almanac Approval Decision).
