Section 5: Government, Law & Politics#

Constitutional Framework#

The Sanctum's constitution is the Charter of Keeping (AL 351), with its amendments, the Articles of the Opening (1414) and the Licensing Articles (1796).

The Custodial Conclave#

The factions, AL 2314:

The Hall of Keys. An elected chamber of 150 members, chosen every five years by every adult, since every adult holds the First Key. It cannot make law. It can delay any Conclave decision by one year (except in an emergency declared by two thirds of the Conclave), and it can demand a public reading: the release of the reasons for a decision. It is the Sanctum's only popular voice, and it uses the delay often.

The Charges (administrative divisions)#

Aelos is divided into five Charges, one for each Key: an old custom, not a rule of rank. Each is run by a Warden of the Charge, appointed by the Conclave from Fourth- and Fifth-Key holders, with an elected Charge Council.

The Judiciary#

• Restorative hearings for most crime (Chapter II): offender, victim and a Third-Key arbiter agree a repair.
• Archive crimes (theft, forgery or unlicensed release of Archive knowledge) go before the Conclave and are punished severely (Chapter II): prison in the Quiet Cells and unkeying, the permanent loss of every Key above the First.
• Licence violations abroad are not crimes in Ilyr law. The penalty is revocation, which can cripple an industry.
• No death penalty. Ilyr has never had one.
• Marriage is a civil contract, renewable every 10 years (Chapter II).

The Licensing System#

Licences are how the Sanctum deals with the world. They are issued and policed by the Office of Keys.

• About 3,400 licences are in force abroad.
• Revocation follows any diversion of licensed technology to weapons (Chapter II). The best known is the Brisk Foundry revocation (2229): a Crown frame contractor fitted licensed civil socket cores into weapon mounts. Every Crown frame works lost its Accord licence for 14 months, until the Crown accepted permanent inspectors. Ilyr cites it whenever the Crown says its assurances are enough.
• The Imperium's frames are built on designs licensed before 2150 and on Kessard's own work. Vardane calls the refusal "discriminatory"; Ilyr calls it the Frame Accord working.

Defence#

Defence budget: about Cr 38 billion, 1.6% of GDP. There is no conscription.

The Order and the Conclave. The Order answers to the Conclave, but its oath is to "the Sanctum and the people entrusted to it" (Chapter II). The register records the strain on both sides:

• The Conclave: "Their initiative saves lives but can outrun civilian control." It wants "accountable execution of lawful decisions".
• The Order: "Leadership can mistake institutional secrecy for the safety of the people." It wants "clear mandates and discretion in emergencies".

Deepwell in 2284 was the first open break. Master Hadrian Seel has kept the peace since 2297, and has said publicly that he would make the same choice again.

Section 6: Economy, Infrastructure & Industry#

Macroeconomics#

A licensing economy (Chapter VI): small, rich and highly regulated.

Working. 41.0 million × Cr 58,000 = Cr 2.378 trillion. At K 1 = Cr 3.10, that is K 767 billion.

Key Industries#

Finance & Banking#

• The Ilyr key (K), issued by the Keeping Treasury. 1 K = Cr 3.10, "stable and hard" (Chapter VI). The Treasury has not changed the peg since 2150.
• Licence fees are paid in keys, which is why the currency is always in demand.
• No foreign bank may open a branch outside the Castaly Quarter.

Infrastructure#

Communications#

• The Reading: the Sanctum's public bulletin of released findings, printed and broadcast on Release Day each year.
• Every data-store bears key marks. Networks are divided by Key.
• Sealed Ilyr documents abroad travel by courier (Chapter VI).
• The Quiet Sky Accord is kept strictly: Farlight listens and never transmits.

Section 7: Culture, Arts & Daily Life#

Holidays & Celebrations#

Culinary Traditions#

• Terrace food: rice, fish, citrus, tea and pickled greens.
• Irrin ovens: dishes slow-cooked in geothermal steam vents on the volcano's slopes.
• The keeper's bowl: rice, fish, egg and pickles, eaten at desks. It is the national lunch.
• Reading tea: a dark roasted tea drunk in long silences over documents.
• The Wild-press is kept separate here as everywhere, and used rarely.

Arts & Literature#

• Key-mark calligraphy: the most admired art in the Sanctum.
• Dome gardens: whole schools of garden design for the domed courtyards of terraced houses.
• Wordless music. The anthem has no words, and the Sanctum's great composers write for voice without text. Ilyr says words belong to the Archive.
• The Silent Plays: theatre without speech, performed on Release Day.
• Literature:
  • The Nine Boats, the epic of the Crossing, in Archival verse;
  • Custody, the treatise of the Quarrel of Doors (1791), read by every Key candidate;
  • The Staying, a memoir by a Deepwell pilot of 2284, which the Conclave did not release and the Hall of Keys forced into a public reading in 2293.

Sports & Recreation#

The Assembly Games. Ilyr sends small teams and wins often in swimming and in the mind sports.

Social Norms & Etiquette#

• Never ask someone's Key. Key marks appear on documents, not on people.
• Silence is polite. A pause before answering shows that you have thought.
• Foreigners stay in the Castaly Quarter unless an Ilyr sponsor obtains a guest key for them. Wandering beyond it is an offence.
• Never photograph the doors of the Mount.
• Do not boast of knowledge. To say "I know" too often is thought vulgar; Ilyr say "it is recorded that…".
• Greeting: "Keyed and kept." Reply: "Kept."

Guidance for AI actors#

• An Ilyr character is careful with knowledge. They say "it is recorded that…", not "I know". They never volunteer their Key.
• Keepers or Open Hand? Every politically aware Ilyr has a side. Doctors and scientists lean Open Hand; archive staff lean Keeper.
• Deepwell is the live wound. Ask anyone in the Order about 2284, and you will hear about the Staying.
• Keep the open questions open. No Ilyr character knows what is in the sealed vaults, whether the Unmapped Door exists, whether Listeners are real, or whether Hera's ocean holds life. Most will not say even what they suspect.
