Status: approved. Briana approved the whole almanac on 19 September 2026 (the Almanac Approval Decision). Where this file calls something a proposal, read it as approved, except the open points that decision lists.

Status before approval:

• Established in earlier files, and taken as given here (proposals there too, unless the spine's canon table covers them):
  • The Sanctum rules Aelos, the isolated eastern island continent, from its capital Ilyrion, around the Archive Mount.
  • It was founded by keepers of the Founders' archive who sailed east during the Silence, in the AL 300s.
  • It restricts powerful technology because it knows what the songs' war cost. It is a custodial meritocracy of five Keys under a Custodial Conclave of 21 Fifth-Key holders chaired by the First Custodian.
  • It lives by licences on restricted technology, by thorium and by specialist services.
  • It trains Listeners, whose talent may or may not be real.
  • It holds Deepwell on Hera and the Farlight observatory.
  • It refuses military exports to the Imperium.
  • Its elite military order is the Order of the Veiled Sun, which flies exceptional frames.
  • Its medical and scientific groups favour exchange, while its custodians favour restriction.
• Proposal: everything else. It is built on the spine and the chapters.
• Kept open, as the chapters keep them open: what lies in the sealed vaults; whether the Unmapped Door exists; whether the Listeners' talent is real; whether Hera's ocean holds life.

Reading note. The Sanctum is a real country with a real border: it is the whole of Aelos. It also reaches beyond its shores through its licences, its legation in Aletheia, and two outposts in space. Section 1: National Overview & Identity#

Official Name & Etymology#

• Formal name: The Sanctum of Ilyr, Keeper of the Founders' Record
• Short name: the Ilyr Sanctum, or the Sanctum. Its people say Ilyr.
• Adjective: Ilyr. People: Ilyr (citizens), Aelosi (by descent, the genetic line of the island).

Where the name comes from. Ilyr was the name of the lead boat of the Keepers' Fleet, the eleven boats that carried the archive east in AL 338. The name is older than anyone can trace; the keepers painted it on the hull and wrote no reason. The Sanctum has never offered one. Sanctum means a kept place: a room that is closed, not a temple.

Climate & Weather#

• Oceanic and mild, warm in the south, cool and wet in the northern duskwood.
• Red nights are softened by sea cloud. Aelos has fewer ember storms than Calathe.
• Volcanic haze after Irrin's eruptions dims the highlands for months.

Flora & Fauna#

• Native Wild covers 92% of Aelos. It is mostly indigestible and some of it toxic to humans (Chapter I), and Ilyr keeps it that way by choice.
• Duskwood in the north: tall, dark, loud on red nights.
• Earthkin crops on the terraces: rice, barley, tea, citrus, vines. Few grazing animals: the terraces cannot spare the land.
• Ilyr is the only state that has never run a seeding programme. It grows gardenland only when its own people need it.
• Protected Wild: the Duskwood Keeping (Aumer, 410,000 km²) and the Irrin Slopes (Archive Charge, 38,000 km²).

Section 3: History & Chronology#

Before the Sanctum: the Keepers#

When the Silence broke the Founders' settlements, the data-stores of the ships were held by a group the songs call the keepers: technicians and record-guards who could still read Founder formats. As the fabricators failed and famine spread, they feared the records would be burned for fuel, looted or forgotten.

In AL 338 about 2,900 keepers, with their families, loaded the data-stores onto eleven boats and sailed east into the open ocean. Nine boats arrived. The crossing is remembered in one line of the Archival record: "We went where no one would follow, so that what we carried would not be followed either."

Founding & Sovereignty#

• The Charter of Keeping (AL 351) bound the keepers to four duties: keep the record, read it, release it only with care, and never seek the way back to Earth. (The last duty repeats the Founders' Oath of the Unmapped.)
• The Archive Mount was chosen because the vaults could be sealed in rock and kept cool.
• Isolation lasted about a thousand years. The Sanctum grew into a small, orderly, literate society while the west relearned printing and steam.
• The Veil (612), later the Order of the Veiled Sun, was founded to guard the Mount after a raid by a breakaway faction of keepers who wanted to open the sealed vaults. The Order has guarded them since.

Modern Era#

The Opening (1412). When the Tidewright reached Castaly, the Sanctum had to decide what to do with the world. It opened one quarter of one city and kept the rest closed.

The Quarrel of Doors (1791). The Crown and the Lesser Crowns wanted what Ilyr knew. The Keepers wanted to close the Castaly Quarter. The Open Hand, the medical and scientific schools, wanted to share. The Conclave chose a third way: the licence. Knowledge would be released for civilian use, with conditions, and taken back if misused. Every Ilyr debate since has been an argument between the Keepers and the Open Hand.

Frames and the Accords. Ilyr's neural-link designs made frames possible in the 2090s. After the Iron Winter, when the Imperium's autonomous Sentinels killed about 1.3 million people, Ilyr pressed for the Frame Accord's rule, "no frame without a hand", and for the Quiet Sky Accord.

The Corridor War and Deepwell. Ilyr stayed neutral in 2279–2291. When the Imperium took the Kronos moons in 2284, Deepwell was surrounded. The Conclave was ready to evacuate it. The Order of the Veiled Sun, whose oath is to "the Sanctum and the people entrusted to it", said it would not leave Deepwell's 9,000 people behind. The Conclave kept Deepwell. First Custodian Corin Orrel resigned. This is the Sanctum's defining modern argument: whether the Order serves the Conclave, or the people.

Historical Rulers & Leaders#

First Custodians of the Sanctum (complete)#

128 First Custodians since the Charter of Keeping. Each is elected by the Conclave from among its members and serves until they lay down the Key. (All proposal. Generated from a fixed seed with mixed name pools, so that no single Earth culture owns the Sanctum; see the naming principles. Surnames are archive families, which dominate the upper Keys though no rank is inherited.) The current holder is in bold.

Masters of the Order of the Veiled Sun (complete)#

88 Masters since the founding of the Veil in AL 612. The Master is chosen by the Order's own senior pilots, then confirmed by the Conclave.

Population Metrics#

The Five Keys#

Rank in the Sanctum is the Key a person holds: their grade of access to the Archive (Chapter II). Keys are won by examination, from the age of 16, and can be lost for misconduct. No Key is inherited, but archive families hold a third of the Fifth Keys.

Listeners. A small number of Third-Key holders are trained at the Quiet College in Idrenne, using Founder neural technology. About 1,900 are licensed. They are licensed abroad like doctors (Chapter II). What they actually do is open. Three Conclave seats are reserved for Listener-custodians: the Listening Bench (see Part 2).

Language & Descent#

• Archival Landspeech in daily life: to heartland ears, "old, precise and a little cold" (Chapter IV).
• Key marks on every document and door.
• Aelosi descent: the most genetically distinct group on the ground, with many rare traits (Chapter I).
• Names: a given name and an archive-family name. Families are proud of their Keys and quiet about it.
• "Keyholder" is a mild slur used abroad (Chapter IV).

Religion & Belief Systems#

The Sanctum's civic ethic is the Custodian discipline: restraint, care and the stewardship of knowledge. It is not a religion (Chapter V). "Power held without restraint is theft from the future." The Sanctum teaches no creation story: Kethra is "a world we were given by chance and kept by care" (Chapter IV).

Public Health#

• The best-resourced health service on Kethra. Licensed therapies begin at home.
• Therapies that are not inherited are licensed under the Mending Accord, largely under Ilyr supervision. The Sanctum follows its own rules first.
• Rare Aelosi traits mean some conditions are more common here, and are studied here first.

Education#

Great institutions:
