City Plan: Vardenhold#
Kethra Almanac • City plans • Approved 19 September 2026 • drafted 19 September 2026
Status: approved. Briana approved the city plans on 19 September 2026 (City Plans and Map Styles Approval). Where this page calls something a proposal, read it as approved. The points under What the plan does not settle are being settled on her instruction of the same day.
Status before approval: This street plan is new material, so it waits for Briana's approval (Almanac Approval Decision). That covers every street, its name, and every district and building not marked canon below. What it takes from the approved almanac is cited to file and line (for example 13:132 is the Imperium almanac, Part 1, line 132), and nothing here overrides canon. The Atlas spreads its markers for the city's institutions 73–101 km from the city so they can be read at world scale. This plan puts them inside the rings, where a 60-km rampart course needs them.
The street plan opens on this page in the website (City plans in the menu). It is drawn from the source files by _build/make_cityplans.js.
Using the plan. Drag to move, and zoom with the mouse wheel, the + and − buttons, or a pinch. Names come in as you zoom, each set lettered to read at the same size on screen:
- Whole city: the gorge, the rings and the districts.
- About 2½ times: main streets, the great buildings and the marshal quarters.
- About 6 times: the longer streets and the smaller places.
- About 12 times: the name of nearly every street.
The ⤢ button fills the screen. North is up, and the scale bar bottom left is always true. The rings are small on the whole sheet, so zoom in on the middle to see them.
The city at a glance#
| What it is | The capital of the Vardane Imperium, "Varden's hold" (13:25). It is "Seat of the Imperator, the Marshal Council and the Council of Corridors." (16:22) |
| People | 9.8 million in the metropolitan area (13:62). The First Holding, which is "The capital, the gorge and the Citadel", holds 34.5 million (14:82). |
| Where | "A fortress-city on an Oreth river gorge." (04:53) The gorge is "A gorge cut by the River Vard through basalt plateaus, about 1,950 km from Gorgehead to where the railway leaves it at Corridor Post Four. Vardenhold's concentric walls climb its sides." (13:132) The Vard flows south past the city: Gorgehead is "the upper Vard gorge" (14:314), and Corridor Post One lies "below Vardenhold" (16:53). |
| Climate | 33° N, mean 14 °C, 690 mm of rain a year: a "Walled city in a rain shadow" (13:149). Winters are cold, with lit red nights (13:143). Summer dust storms from the interior basins, the "yellow wind", carry phosphate dust (13:142). |
| Look | "Concentric walls, basalt, rank-coloured banners, severe geometry" (14:260). Basalt is the Imperium's fortress stone (04:124). Its colours are black, ochre and red: "Basalt, phosphate, blood" (13:47). |
| The streets | "Its streets are grids built to be defended." (04:53) |
| Time | "Vardenhold time." The Imperium keeps one time across all its holdings (13:71). |
| On the plan | The sheet is 48 × 42 km. The plan shows 13,037 streets, about 14,000 km of them. 12,859 have names, which is every street longer than 80 m. About 1,090 km² is built up, and 914 km² of the plateaus is still farmed (proposal). |
The rings#
- Four rings of walls. "Vardenhold's four rings make a 60-km course" for rampart running, the races along the tops of the city walls (14:267). The plan's rings measure 6.0, 11.9, 18.2 and 24.2 km round, 60.3 km in all. That makes them 1.9, 3.8, 5.8 and 7.7 km across (proposal).
- The flag and the arms. The flag's "two ochre concentric rings around a solid ochre centre" are "Vardenhold's walls, and the centre is what they protect" (13:43). The arms show "within two ochre rings, a walled tower" (13:44). The plan puts that tower, the Tower, at the heart of the Citadel (proposal).
- The walls climb the gorge. In the plan the gorge has a flat floor 3.4 km wide, then three benches of basalt, each above a cliff. The rim stands about 620 m above the river (proposal). The First Ring stands on the Citadel's island, the Second on the gorge floor, and the Third and Fourth on the benches. So the walls climb the gorge sides, as the canon has it.
- The Mosaic Mile. "Basalt and ochre mosaics cover the inner faces of city walls, recording each holding's Roll of honour. Vardenhold's Mosaic Mile is the greatest artwork of the Imperium." (14:249) The plan puts the Mile on the inner face of the Second Ring, facing the Citadel on the north-east, 1.55 km long (proposal).
- Wall-ovens. Gorge bread is "Dense wheat bread baked in wall-ovens" (14:239). The ovens are built into the rings.
| Within | District | What is there | Its streets are named for |
|---|---|---|---|
| The First Ring | The Citadel | The Citadel (canon), "The Imperator's citadel and the First Holding" (16:71), on an island where the Vard parts round it: the Tower and the Imperator's Hall | none: the island is the Citadel |
| The Second Ring | The Second Ring | The seats of power, round the Citadel: the Marshal Council (canon, 13:66), the Council of Corridors (canon, 16:96), Imperial Army headquarters (canon, 16:57), the Office of the Marshal Watch (canon, 16:76), the Imperial Corridor Bank (canon, 14:190) and the Court of the Articles (canon, 14:65). Their places are proposals. | the Imperators, elected for life since AL 760 (13:221–295): Ilsabet Lane, Mirela Street, Leofric Street, Aldren Street, Oderic Street, Torvin Lane |
| The Third Ring | The twelve marshal quarters | "Marshal quarters" (canon, 04:53), one for each of the twelve holdings' marshals (13:300–313). Each faces roughly toward its holding: the Northreach Quarter to the north, the Tolvard Quarter to the south-west, the Halvek Quarter to the east (proposal). The Imperial Academy (canon, AL 1204, 13:391) stands in the north-east. | the Imperial Families (13:221–314): Castrel Alley, Kessrin Rise, Tarsk Passage, Sethe Alley; then the holdings' towns: Serrin Stair, Casrin Stair |
| The Fourth Ring | The Fourth Ring | The Citizens' city within the walls; the Voice of the Walls, the state broadcaster (canon, 14:215) | the walls and their law: Oath Street, Merlon Lane, Collar Way, Tower Road |
Beyond the walls#
| District | What is there | Its streets are named for |
|---|---|---|
| The Foundries (the gorge floor, north) | "Vardenhold and the corridor foundries": military frames, artillery and phosphate processing (canon, 07:147). The plan has the frame foundries and the phosphate works. | the foundry: Rolling Mill Lane, Ingot Lane, Breech Street, Mould Street |
| The Railheads (the gorge floor, south) | The "phosphate railheads" (canon, 04:53): the corridor yards, Vardenhold Corridor Station, the bond-yards of the Bonded who work the corridor (canon, 14:142), a Bond Infirmary run by the corridor company (canon, 13:379) and a Corridor Guard post (canon, 14:142) | the railway: Points Way, Signal Lane, Wagon Street, Ballast Way |
| The North Benches and the South Benches | Citizens' terraces up the gorge sides, above and below the rings | colours of stone (Ochre Road, Flint Road, Crimson Way) in the north; the harvest of the plateaus (Honey Way, Flax Way, Rye Road) in the south |
| The East Rim | The Citizens' town along the top of the gorge on the east. The Field of the Hand, a parade ground for the Day of the Hand, when "Piloted frames parade in silence" (14:228), is a proposal. | numbered: First Street at the rim, out to Thirtieth Street |
| The West Rim | The same on the west | the holdings and their towns: Veskir Way, Stavren Way, Serrin Way, Draemor Way |
| The plateaus | Gardenland in fields, crossed by old lanes, with the hedge-fort villages of Durrek, Maskel and Vornal to the east and Halbrin, Rendek and Sadrek to the west (proposals). "Hedge-forts line the gardenland edge." (13:158) Vardenhold Airfield is on the west plateau (proposal: no airport is stated). | see How the streets are named |
Where the city builds upward (proposal)#
"Sometimes big cities build upwards instead of sprawling outwards", as Briana put it on 19 September 2026, naming New York, Chicago and Tokyo. For a metropolis of 9.8 million in a gorge, the plan builds upward where the roads and the railway meet the city, as Tokyo's towers stand round its stations:
- The East Rim towers and the West Rim towers stand at the heads of the Halvek and Marrach Roads, where they top the gorge. This is where the corridor companies keep their offices. There are about 360 of each in the plan.
- The Corridor Station towers, about 130, stand round Vardenhold Corridor Station on the gorge floor.
- How they are built. They are basalt and ochre, in the "severe geometry" of the Imperium (14:260).
- No towers in the rings. No tower stands inside the four rings, because nothing may overlook the Citadel.
On the plan the towers show as dark footprints in blocks built almost to the street. Zoom in on either rim to see them.
Getting around#
- The phosphate corridor (canon) "runs from Gorgehead through Vardenhold to the southern railhead" (13:113). On the plan it runs down the east side of the gorge floor, through the gates of all four rings.
- The Western corridor (canon) starts at the city and runs west to Marrach (atlas). On the plan it crosses the Vard below the rings and climbs the gorge's west wall on a long ledge to the plateau (proposal).
- The gorge roads (proposal): the Gorgehead Road north up the gorge and the Tolvard Road south down it, both on the west bank, named for where they lead.
- The rim roads (proposal): the Halvek Road east and the Marrach Road west, climbing the gorge sides in switchbacks.
- Bridges (proposal): the Imperator's Bridge and the Marshals' Bridge join the Citadel's island to the two banks. The Foundry Bridge and the Railhead Bridge cross the Vard outside the rings. No bridge is named in the canon.
- Stairs. A cross street that climbs a cliff is a Stair or Steps, a Hill or a Rise if it carries traffic, and an Incline in the works.
- By air. No airport is stated for Vardenhold. The plan proposes one on the west plateau.
Landmarks#
Canon places are marked canon. Their position on the plan is a proposal unless the text gives it.
| Place | Where on the plan | Note |
|---|---|---|
| The Citadel (canon) | The island in the Vard, within the First Ring | The Imperator's citadel and the seat of the First Holding (16:71). Imperator Casimir IV, of House Kessrin, elected AL 2303, reigns (13:67). |
| The Tower and the Imperator's Hall | The Citadel | Proposals. The Tower is the walled tower of the arms (13:44). |
| The Marshal Council (canon) | The Second Ring, north | "a Marshal Council of twelve" (13:66). It can depose an Imperator "by a vote of nine" (14:28). |
| The Council of Corridors (canon) | The Second Ring, north-east | "Runs the supply routes, the Bonded and the phosphate trade." (16:96) Its members are the heads of the corridor companies (14:29). |
| Imperial Army headquarters (canon) | The Second Ring, west | "Seat of the Marshal Council's general staff." (16:57) |
| The Office of the Marshal Watch (canon) | The Second Ring, south-west | "Imperial intelligence and internal security" (16:76). |
| The Imperial Corridor Bank (canon) | The Second Ring, south-east | It issues the Imperial mark, "pegged loosely to the price of phosphate" (14:190). |
| The Court of the Articles (canon) | The Second Ring, north-west | "Constitutional questions. Five Imperial Family elders." (14:65) Its place is not stated in the canon. |
| The Mosaic Mile (canon) | The Second Ring's inner face, north-east | (14:249) |

| The corridor foundries (canon) | The Foundries | (07:147) |
| The phosphate railheads (canon) | The Railheads | (04:53) |
How the streets are named (proposal)#
These rules, as Briana set out on 19 September 2026, hold for every city plan:
- streets are often numbered;
- famous people, leaders above all, get streets, and those streets sit together;
- an estate takes a theme, such as flowers;
- many streets keep the name of whoever first laid the road;
- some streets simply stop at a field whose owner never sold, and the suburbs have their cul-de-sacs.
In Vardenhold the rules take this form:
- The leaders' streets sit together. The Imperators fill the Second Ring, round the Citadel. The Imperial Families fill the Third Ring's marshal quarters.
- The Imperium's streets use the name alone, with no honorific.
- The reigning Imperator's name, Casimir, is shared with three earlier Imperators.
- The East Rim is numbered, First Street to Thirtieth Street outward from the gorge's rim. The Imperium numbers readily: its holdings, its corridor posts, its bond-yards (14:82; 16:50–55; 16:148).
- Each district names its streets for what it is: the walls in the Fourth Ring, the foundry and the railway on the gorge floor, stone and harvest on the benches.
- The plateaus grew the way outer cities grow. They began as gardenland crossed by old lanes, with hedge-fort villages.
- The lanes keep the names of the families who first laid them: Roth's Lane, Lenz's Lane, Voss's Lane. They are Orethi names, some of them shared with the free coast, as the canon says family names are (32:188).
- Estates were laid out in grids, as the Imperium builds, each with its own theme: trees (Beech Way, Cherry Way), stones (Chalk Road, Whinstone Road), colours (Sable Way, Rust Road), the harvest (Wheat Court, Linseed Road), herbs (Sage Road) and birds (Dove Way).
- Farms whose owners never sold are still fields, even where the city has grown round them.
- The villages keep their own streets: Pound Lane, Oven Street, Smithy Lane.
- Every street longer than 80 m has a name: 12,859 of 13,037. A name is used once within the rings and the named districts. The plateau estates may repeat a name found far off, never within 6 km or in the same locality.
The names avoid everything the naming rules and the canon forbid:
- Nothing is taken from Earth's places or history (05:266).
- No new name uses the crowded families: "-gate", "-mere", "Salt-", "Grey-" and "Hollow-".
- The houses whose names the canon's near-identical groups crowd have no streets: Brannic, Harkin, Veyl and Ormond.
- "The First Walls" are at Gorgehead, not here (13:188), and no street takes their name.
What the plan does not settle#
These are open for Briana; the plan follows the text in each case:
- Two rings or four. The flag shows "two ochre concentric rings" (13:43), but "Vardenhold's four rings make a 60-km course" (14:267). Settled: the plan has four, as the course requires, and reads the flag's two as a device rather than a count.
- "Marshal quarters" (04:53) are not defined anywhere. Settled: the plan makes them the Third Ring's twelve quarters, one for each marshal, beside the marshals' own seats in their holdings (16:65).
- Where frames are built. "Vardenhold and the corridor foundries" build military frames (07:147), but so do the Kessard Frame Foundries, "Where most Imperial military frames are built" (16:91). Both are true: the plan gives Vardenhold frame foundries of its own alongside Kessard's larger works. Settled.
- Settled, 19-20 September 2026 (the harbour repair and after). The gorge was "900-km" (13:132) and the river "about 3,400 km" (13:137); the Atlas measures 1,950 km from Gorgehead to Corridor Post Four and 4,110 km for the full river. Both figures now read the Atlas's own measurement.
- The Atlas's markers. The Citadel, the Council of Corridors, Army headquarters and the Marshal Watch sit 73–101 km from the city's own marker on the world-scale Atlas — it spreads a city's institutions out from one marker so their names don't collide at that scale. The plan places them at their true in-story locations inside the city. Settled.
Guidance for AI actors#
- Rank shapes every meeting.
- "Rank-honorifics are required in formal address": "Captain-of-Corridor Asken", "Citizen Marl", "Bondsman Tey" (13:357).
- "Guests sit by collar." (14:281) Collars are black edged with gold for the Imperial Families, ochre for the officer caste, grey for Citizens and brown for the Bonded (13:72).
- Where someone lives in the rings says who they are (proposal: the canon does not say how the ranks are housed).
- The Imperial Families and the state live within the Second Ring.
- The officer caste lives in the marshal quarters.
- Citizens live in the Fourth Ring, on the benches and on the rims.
- The Bonded live in the bond-yards by the railheads.
- A Vardenholder gives an address by ring and quarter: "the Third Ring, the Kessard Quarter"; "the East Rim, Fourteenth Street".
- Security is everywhere: "locks and watchmen. Informers are common. Officer families have household troops." (04:179)
- The Watch is the civil police (14:72). The Office of the Marshal Watch handles intelligence and internal security (14:73).
- The national network is "the Walled Weave, a filtered national network" (14:213).
- What is canon, and what is only the plan: the gorge, the four rings, the Citadel, the Mosaic Mile, the institutions marked canon, the corridor foundries, the railheads and the two corridors are canon. The benches, the districts' names and bounds, the marshal quarters' order, the streets and their names, the bridges and the exact positions are the plan's proposals.
